I am constrained to lodge this severe and legally actionable complaint against Prem Gas Agency, Distributor Code 41040497, South‑East Delhi, for willful denial of LPG supply, falsification of delivery records, criminal breach of trust, and black marketing of HP LPG cylinders.

Despite a valid booking and issuance of a cash memo, my LPG cylinder has not been delivered till date. This delay is not procedural; it is deliberate, malafide, and coercive, intended to deny me an essential household commodity.

Criminal and Illegal Conduct
The delivery staff Mr. Birpal (Mobile: +91‑9990923456), acting on behalf of the distributor, has outright refused delivery and is actively engaged in illegal practices, including but not limited to:

Fraudulent marking of cylinders as “delivered” against my consumer number for November 2025, December 2025, and January 2026.
These three cylinders were never booked by me, never delivered, and never received by any authorized person.
This constitutes forgery of official records, misappropriation of subsidized LPG, and systematic diversion for black marketing.
I am enclosing documentary evidence (cash memos) clearly establishing that cylinders were falsely shown as delivered without physical supply to me.

Legal Implications
The above acts attract serious liability under:

Essential Commodities Act (illegal diversion/black marketing)
IPC provisions relating to cheating, forgery, and criminal breach of trust
Violation of LPG (Regulation of Supply and Distribution) Order
Gross deficiency in service and unfair trade practice
The distributor has abused public trust and government subsidy mechanisms, depriving me of my lawful entitlement and endangering public distribution integrity.

DEMANDS (Time‑Bound)
I hereby formally demand:

Immediate delivery of my pending LPG cylinder without any further pretext
Forensic audit and investigation of my consumer transaction history
Immediate suspension and penal action against Prem Gas Agency and the delivery staff involved
Written confirmation of action taken and corrective measures imposed
Final Warning
Please treat this complaint as pre‑litigation notice. Any failure to act promptly will compel me to simultaneously escalate this matter to:

I am writing to lodge a serious and formal complaint against Prem Gas Agency (Distributor Code: 41040497), South‑East Delhi, for deliberate non‑delivery, illegal diversion of cylinders, falsification of records, and black marketing.

I am an HP LPG consumer with the following details:

• Booking Date: 29.03.2026

Despite a valid booking and generated cash memo, my LPG cylinder has not been delivered till date, which clearly indicates intentional harassment and denial of essential service.

Further, I wish to bring to your urgent notice that the distributor’s delivery staff Mr. Birpal (Mobile: +91‑9990923456) has refused delivery of the cylinder and is involved in illegal and unethical practices.

Most alarmingly, my consumer account shows three cylinders marked as “delivered” during November 2025, December 2025, and January 2026, even though:

• I did not place any booking during these months
• I never received any LPG cylinder
• No family member or authorized person accepted delivery

This clearly establishes fraudulent manipulation of delivery records, illegal diversion of government‑subsidized cylinders, and black marketing, which is a grave violation of LPG distribution norms and consumer protection laws.

For evidence, I have attached copies of the cash memos, which prove that cylinders were falsely shown as delivered while I was deprived of my entitled refills.

Such actions amount to:

• Criminal breach of trust
• Cheating and forgery
• Black marketing of essential commodities

I hereby demand immediate intervention and request the following actions on priority:

1. Immediate delivery of my pending LPG cylinder
2. Detailed investigation and audit of my consumer delivery records
3. Strict disciplinary and legal action against Prem Gas Agency and the delivery staff involved
4. Written confirmation of corrective action taken

If this matter is not resolved immediately, I will be constrained to escalate the complaint to the Ministry of Petroleum & Natural Gas, Food & Civil Supplies Department (Delhi Govt), and Delhi Police, without any further notice.

This complaint may please be treated as urgent and serious, as LPG is an essential household necessity and denial through fraudulent means is unacceptable.
