I would appreciate your advice regarding a tenancy issue that my spouse and I are currently facing.

We are senior citizens and own a flat in New Delhi, which we rented to an Air India cabin crew member under a duly executed rental agreement. Before moving in, she paid one month's rent as a security deposit. The tenancy agreement was renewed periodically, with a provision for a 10% rent increase upon each renewal.

Unfortunately, several issues arose toward the end of the tenancy:

1. Underpayment of Rent: Starting in January 2026, the tenant began paying ₹200 less than the agreed monthly rent.
2. Non-payment of Final Month's Rent: She did not pay the rent for the last month of occupancy, stating that it should be adjusted against the security deposit.
3. Poor Communication: During the final few months of the tenancy, her behavior became increasingly uncooperative. On several occasions, she ended phone calls abruptly without discussing pending matters.
4. Condition of the Flat: After vacating the premises, the flat was found in a significantly deteriorated condition. The walls required repainting, and extensive cleaning of the kitchen and bathrooms was necessary before new tenants could move in. This resulted in additional expenses of approximately ₹10,000. Unfortunately, we were unable to conduct a proper handover inspection because she vacated the property without informing us of the exact date and merely sent the keys via a Rapido delivery service.
5. Missing Bedroom Keys: While returning the keys, she failed to send the bedroom keys. Despite repeated assurances that she would return them, she has not done so. The new tenants now require access to those keys.
6. Outstanding Utility Bills: Her LPG bill also remains unpaid.

For nearly a month, we have been trying to contact her through WhatsApp messages and phone calls. She initially assured us that all pending dues, totaling approximately ₹15,000, would be cleared by 30 July 2026, but that deadline has passed and she has since stopped responding.

I would be grateful for guidance on the following:

What legal remedies are available in such a situation?
Can the outstanding rent, utility charges, missing keys, and property restoration costs be recovered through formal legal channels?
Would it be appropriate or effective to raise the matter with Air India, considering that she was claiming House Rent Allowance (HRA) against this tenancy and has failed to settle her contractual obligations?

Any advice or similar experiences would be greatly appreciated.
