5. **Modem OFF since March 2026** → Still **fake Rs9023 bill** generated

**URGENT COMPLAINT AGAINST PRATAP SAHOO:**

1. **CHEATED customer** - Unauthorized monthly → yearly upgrade
2. **FALSE ASSURANCES** about fine waiver (recorded)
3. **THREATENED family member**: "You complained, I won't help"
4. **BLOCKED legitimate requests** for downgrade/closure

**IMMEDIATE RELIEF REQUIRED:**

1. **PERMANENTLY DISCONNECT FTTH 06784-291306** from BSNL system
2. **STRONG DISCIPLINARY ACTION against Pratap Sahoo** for fraud + harassment
3. **CANCEL fake Rs9023 bill** + all wrongful charges immediately
4. **Issue NOC "Zero Dues" certificate**
5. **STOP ALL FUTURE BILLING** permanently
