Respected Sir/Madam,
I, Hitendra Shrimali, the complainant, respectfully submit this rejoinder in response to the reply filed by UGVCL.
- At the outset, it is submitted that the grievance raised by me is not confined only to the laboratory accuracy of the removed meter, but primarily concerns abnormally high, inconsistent, and unreasonable electricity bills raised prior to replacement of the meter.
- While UGVCL has relied upon a laboratory report stating that the meter was found “OK”, it is respectfully submitted that mere laboratory accuracy does not conclusively justify or validate past billing, especially when actual consumer experience and subsequent billing clearly indicate otherwise.
- It is an undisputed and material fact that after installation of a new smart meter, my electricity bill for two months is approximately ₹1500 only, which is drastically lower than the earlier bills. This reduction has occurred without any significant change in connected load, usage pattern, or occupancy, which strongly suggests that the earlier bills were not based on correct or fair assessment of consumption.
- The sharp contrast between earlier inflated bills and post-replacement bills clearly establishes that the billing prior to smart meter installation was excessive, arbitrary, and not reflective of actual consumption, amounting to deficiency in service.
- With regard to mental harassment, it is reiterated that repeated issuance of high bills, continuous pressure for payment, and fear of disconnection caused mental stress, financial hardship, and harassment, which a common consumer is not expected to endure. The denial of harassment by UGVCL is therefore incorrect and deserves to be rejected.
- It is respectfully submitted that the Hon’ble Forum may kindly consider:
- Comparative analysis of bills before and after smart meter installation
- Abnormal variation in billing amounts
- The principle of fairness and reasonableness in consumer billing
In view of the above facts and circumstances, I humbly request the Hon’ble Forum to:
- Hold that the earlier billing was excessive and unjustified
- Direct necessary correction / reassessment of disputed bills
- Grant appropriate relief, refund/adjustment, and protection against coercive recovery
