Sub: Request for return of payment due to unsuccessful online transaction made using my ICICI credit card ending **** 7006
Ref: Two transactions made on 11/03/2025 for recharging mobile number through BILLDESK Payment Gateway, of which first was unsuccessful and second was successful.
My name is Saravanan. I recharged BSNL mobile *****72313 on 11/03/2025 @ 10.35 am through BILLDESK gateway for an amount of Rs.1499/-. Though payment was deducted from my bank account linked to my credit card, the recharge of my mobile was unsuccessful and I have not received any information about the transaction details. I waited for nearly six hours and I recharged again through SBI Gateway on 11/03/2025, the same day @ 4.35 pm and the recharge was successful. It may be noted that forsingle recharge the same amount of Rs. 1499/- was debited twice from my bank account linked to my ICICI credit card number ending **** **** **** 7006.
When I enquired BSNL regarding double deduction for single recharge, they asked me to contact the Bank as they have no role to play.
I called ICICI call centre number 1800 1080 on the same day and registered a complaint. But I haven’t received any confirmation SMS from ICICI Bank. As I haven’t received the refund amount even after waiting for nearly a month, I once again made a complaint on 09/04/2025 to call centre number 1800 1080. They informed that the wrongly deducted amount will be temporarily credited immediately as the enquiry may take some time.
I was shocked to receive a message on 26/05/2025 from ICICI Bank that the amount of Rs. 1499/- which was credited earlier is debited back as BILLDESK declined…………….
When I contacted BILLDESK, they ask me to provide 14 digit transaction number for reference to confirm the status. As I haven’t received any transaction detail for the unsuccessful transaction made on 11/03/2025, I requested ICICI bank for the same. ICICI Bank, instead of providing me the transaction details made on 11/03/2025 through Bill desk gateway, keep on mentioning that it was declined by Merchant.
On repeated request to ICICI Bank, I received an email on 04/07/2025 from Team ICICI Bank (myrm@icicibank.com <myrm@icicibank.com> Friday, 04 Jul 2025 11:47:12) stating “I understand your concern; your amount will be refunded within 3 to 5 working days sir”.
With agony, I mention here that till date, i.e. even after elapse of more than four months from the date of transaction and FIFTEEN DAYS from the date of confirmation from ICICI Bank mentioning that the refund will be made within 3 to 5 working days, I haven’t received the refund. I am worried about, if ICICI Bank which is transacting in billions of Crores of Rupees in India & abroad, couldn’t meet their written commitment made for Rs. 1499/-, how do I get confidence to continue my banking with anyone. I don’t know, how to overcome my fear of making future transactions using ICICI credit card.
I once again request ICICI Bank to refund the wrongly deducted unsuccessful transaction amount of Rs. 1499/- with interest how ICICI Bank will calculate if I never pay the 1499/- amount from 9.3.2025 and additional amount of Rs. 5000/- (Rupees Five thousand only) towards mental torture, stress and sufferings faced by me for the past more than four months.
I would appreciate a prompt response regarding the steps you will take to address the issue mentioned above.
